LOLER (Lifting Operations and Lifting Equipment Regulations 1998) applies to all lifting equipment, (existing, new, second-hand or leased) within all premises & situations covered by the Health and Safety at Work Act 1974. It has replaced the Construction (Lifting Operations) Regulations 1961. It builds on PUWER ’98.
LOLER applies to any equipment used for lifting or lowering loads, including cranes, lifts (for goods and passengers), mobile elevated work platforms, scissor lifts, vehicle hoists, lorry loaders, i.e. HIABS & tail-lifts, gin wheels, ropes used for access pulleys, fork-lift trucks and site handlers. It also applies to lifting accessories such as chains, ropes, slings, hooks, eye-bolts, lifting beams or frames.
